To be able to
run a vocational school in Florida you must first apply to Florida's Commission
for Independent Education for provisional licensure. The Commission has
statutory responsibilities in Florida regarding nonpublic, postsecondary,
educational institutions. They have one of the most comprehensive website of any
postsecondary approval agency and the application can be
downloaded
from their
website. You
will find the application more complex than most and a thorough reading of the
Chapter 1005 of Florida Statues and Chapter 6E of the Florida Administrative
Code is advised before you attempt it. Applicants are also required to submit to

Download the application for a provisional license.
The
application is divided into 12 Standards and you are required to answer all
questions and supply the necessary exhibits. Each standard require its own
exhibits and forms; some that must be sent in separately for faculty and staff.

Submit the
application:
Once the
application has been assembled and submitted with the appropriate fee, the
application will then be reviewed by a Program Specialist who will ask for
amendments and clarifications, sometimes more than once. The Program Specialist
may allow answers by email when only an explanation is necessary. Not until the
Program Specialist is satisfied with your application it will be presented to
the commission and you will be expected to appear before the commission
personally when they may also have more questions about your application; with
my assistance you will be prepared for that meeting. Commission meetings are
held on a quarterly basis and although I am based in Southern California I can
