How to Start a Private Career School in Arkansas
The Arkansas State Board of Private Career Education was established to provide consumer protection for students that enroll in private post-secondary career schools. A.C.A.§ 6-51-601 gives the Board responsibility for oversight, specifically for training that:
leads to or enhances occupational qualifications,
offers instruction in flight or ground school to student fliers or mechanics,
provides preparation for passing exams, or
is offered in the area of driver education.
Consumer protection is provided for two groups of students, those from currently operating schools and those from closed schools. The provision for consumer protection for currently operating schools is accomplished by licensing and monitoring organizations offering training in the state or by those recruiting students to attend a school located in another state. The Board provides consumer protection for students from closed schools in areas such as maintenance of student records and contact numbers for information on federal financial aid received while attending school.
An application requires:
The
name and location of the school
Information on the type of ownership
Parent company information
Completed forms for all partners or shareholders with ten percent (10%)
Copy
of enrollment application and/or student-school contract forms,
Details on each proposed program
School floor plan
A
copy of a fire inspection report
School catalog
Completion certificate that will be awarded to students.
A
copy of a student transcript.
Instructor registration
Audited Financials by a CPA
Arkansas State Law requires an Arkansas State Police and an FBI background
investigations for all partners or shareholders with ten percent (10%) or
more ownership interest in a school 651605 (n)(1) and all admissions
representatives 651609 (e)(1).
